A Message About Power Is a Message About the Port, Not About the Drive
His enquiry describes a problem and correctly predicts it is not ours. A drive taken from a laptop with "nothing wrong with it, no damage", fitted into an enclosure on a newer computer, where "it keeps saying that there isn't enough power to run it." He adds that it should not require any recovery at all, and he is almost certainly right — the message names the fault precisely, and it is not the drive.

The decode: why the port cannot manage it, and what to try first
What a spinning drive demands at the moment it starts: considerably more than it does afterwards. Bringing platters from rest to full speed is the peak load of the drive's entire operation, and it lasts a few seconds.
What a port is obliged to supply: a defined amount, and no more. Interfaces negotiate a power allocation with each connected device, and a device requesting more than the port will grant is refused rather than accommodated.
Why the message is therefore literal: the computer is reporting the negotiation failing. It is not a guess about the drive's health, it is a statement about the current available.
Why a newer computer makes this more likely rather than less: modern machines manage power allocation strictly, and slimmer designs allocate less per port. An enclosure that worked on an older machine can be refused by a newer one.
Why the enclosure is the second suspect: cheap enclosures add their own losses. A bridge board and a long cable both reduce what reaches the drive, and a drive at the margin fails on the difference.
The first thing to try, and it costs almost nothing: a cable with two connectors, one for data and one drawing additional power from a second port. That doubles the available current for spin-up and resolves the majority of these cases.
The second, where that is unavailable: an enclosure with its own mains supply. A powered enclosure takes the question away from the computer entirely.
The third, and the simplest of all: a different machine. An older or larger computer frequently allocates more per port, and the drive may simply start.
Why none of this is data recovery: a drive that has never failed does not need recovering. What he needs is a way to power it, which is a matter of a cable rather than a laboratory.
