Before assuming the worst, work outward: the power adapter, the cable, a different port, a different machine. A meaningful share of completely dead drives are completely fine drives with a failed power supply — and where the fault is genuinely inside, it is usually electronic, which leaves your data untouched.

A drive that does nothing is more often a power or cable problem than a dead disk — and where it genuinely is the drive, the fault is usually electronic, which means the platters and your data are untouched behind it.
Most “completely dead” drives that reach us have not had these done, and a meaningful share never needed a lab at all.
3.5-inch externals and older desktop enclosures run from an external adapter, and those fail far more often than the drive inside. Match the voltage, polarity and amperage on the label and substitute one.
USB and SATA cables fail internally with nothing visible outside. Go directly into the machine rather than through a hub or a monitor — a bus-powered 2.5-inch drive can simply fail to spin on insufficient current.
This separates a drive fault from a machine, driver or controller fault in about a minute, and it is the check people most often skip.
Rest a finger on the casing at power-up. Faint vibration means the motor is turning and the fault is electronic or firmware. Complete stillness means the drive is not being driven at all.
Once the external checks are done, the fault is inside — and these present identically.

Since roughly 2005, drive boards have carried adaptive calibration data unique to that individual drive — head resistance values, preamp settings, defect maps — held in a small ROM chip. Those values describe that specific mechanism and no other.
Fit a donor board without transferring the original ROM and one of two things happens. Usually nothing at all: the drive does not spin, or spins and is never detected, and you have spent money establishing that. Occasionally worse: the drive attempts to operate its heads using another drive’s calibration, which can damage a mechanism that was previously fine. A board-level repair means either repairing the original or transplanting its ROM onto a matched donor, and it is routine bench work with the right equipment.
Board work is among the faster jobs here when that is what it turns out to be.
