A repair shop is judged on returning a machine that boots, which often means fitting a new drive. A recovery lab is judged on the files. On a failing disk those are separate jobs done in a particular order.

Toshiba absorbed Fujitsu’s hard drive business and supplies 2.5-inch drives in volume to OEMs, so they turn up inside laptops from a wide range of manufacturers. The owner bought a laptop; the drive inside it was a procurement decision they never saw.
That matters because 2.5-inch drives in laptops live a harder life than desktop units. They are carried while running, closed and moved before parking completes, run warm in thin chassis with limited airflow, and subjected to knocks that a desktop never experiences. It also means the drive is often older than the owner realises — still the original unit in a machine bought years ago, quietly accumulating reallocated sectors nobody has ever looked at.

Mechanical recovery needs a donor matched on far more than capacity. The head configuration must match, the firmware revision must be compatible, and the drive family and manufacturing site matter — two drives with the same model number and different revisions can be entirely incompatible as donors.
On common laptop models that is straightforward. On OEM-specific variants supplied to a single manufacturer, or on older units, it can take days to source the right match. That is usually the slowest part of a Toshiba job and it affects the timescale rather than the feasibility.
Board-level work has the same requirement in a different form: modern drives store adaptive calibration unique to each individual unit in a ROM chip, so a donor board only works with the original chip transplanted across.
