The decode: two questions in order, and why the second comes first

Why the reported diagnosis is plausible: slow reading is a classic head symptom. Heads that have degraded read marginally, requiring repeated attempts per sector, and latency is what that produces at the user's end.

Why the platters being sound would be consistent: head degradation is not the same as head contact. A head that reads poorly has not necessarily touched the surface, so a report of clean platters alongside failing heads is a coherent finding rather than a contradictory one.

Why that verdict nonetheless cannot simply be adopted: it was made before or during an opening whose conditions are unknown. What the platters looked like then is not necessarily what they look like now.

What an opening introduces regardless of the operator's skill: the possibility of contamination. The clearance between a head and the surface is smaller than an airborne particle, so a single particle admitted during the opening sits above the recording waiting to be struck.

Why that is only a possibility rather than a certainty: an opening performed under filtered air admits nothing. Whether this one was is unknown, and it is answerable by looking.

Why the drive must not be powered until it is: particles do their damage the moment the platters turn. A drive opened in ordinary air is frequently unrecoverable within seconds of being spun, and it will look fine until then.

Why that reverses the natural order of the work: the instinct is to confirm the head diagnosis by running the drive. Confirming it that way is the thing most likely to make it academic.

What is done instead: the drive is inspected under filtered air with the surfaces examined for particulate and scoring before any rotation. That answers the contamination question directly and costs nothing but time.
