The decode: what the interrupted install did, and why the offer is what it is
How these units arrange a drive: in several partitions, not one. A small area holds the unit's own operating software, another holds configuration, and the remainder holds user content — which is why a reinstall touches the drive at all.
What an interruption partway through does: leaves the system area half-written. The unit cannot start from it and cannot repair it, because the software that would perform a repair is the software that is incomplete.
Why only a fresh installation is then offered: it is the one operation that does not depend on the existing state. Writing everything from the beginning always works, and it is the only path the unit can guarantee — which is why it is presented as the sole option.
