On mechanically sound media with a logical fault, free tools resolve a great deal — and we would rather tell you that than take the work. What matters is knowing which cases those are, and what the free tiers actually restrict.
Nearly every commercial tool shows you what it found and then asks for money, which arrives at the precise moment you are least able to walk away. A small number are genuinely free, with limits of their own worth knowing.
The restrictions vary, but they fall into a small number of patterns.

Some tiers recover documents and images freely but hold back video or archives. Worth checking against what you actually need.
Array reconstruction, forensic imaging and vendor-specific handling are generally paid features. Reasonable, since those are where the engineering sits.
The genuinely useful part. Almost every tool lets you scan and preview without paying, so you can establish whether your files are recoverable at all before spending anything.
Two of them may make the software unnecessary.
Windows File History and macOS Time Machine keep copies without being configured. Right-click the containing folder and look.
OneDrive, Google Drive, Dropbox and SharePoint all retain deleted items for a period, and the web interface exposes far more than the desktop sync client.
Any noise means stop. Otherwise check SMART with CrystalDiskInfo or DriveDx — climbing reallocated or pending counts mean a deep scan will accelerate the failure.
You need a second drive with enough space before you start. Recovering onto the source destroys what you have not retrieved yet.
Rather than a ranked list, which dates quickly and rarely matches your case.
Is it read-only? The single most important property. A tool that offers to repair, fix or rebuild the drive is writing to it. Scanning and carving are read operations and should stay that way.
Does it run portable? Being able to run from a USB stick without installing avoids the commonest self-inflicted failure — the installer writing into the space holding your deleted files.
Does it preview before payment? If you can see your files listed and open a sample, you know the recovery works before spending anything. A tool that asks you to pay first and find out afterwards is asking you to gamble.
Beyond that, the differences between reputable tools matter far less than people expect. They are all doing the same two things: reading file system structures where those survive, and carving by signature where they do not.
Worth knowing so you are not working through a list of downloads for nothing.
Mechanical faults. Clicking, grinding, a drive that will not spin. Software cannot repair hardware, and scanning accelerates the damage.
Drives the computer cannot see. If it is absent from Disk Management there is nothing for any tool to read.
TRIMmed SSD deletions. The blocks have been physically erased. No software recovers them.
Encrypted volumes without the key. The data is unreadable regardless of the tool.

On the right cases, genuinely yes — recently deleted files, a lost partition, a quick-formatted card, all on mechanically sound media. The limits are usually a recovery cap rather than reduced capability, and scanning is normally unrestricted.
