The decode: why a card format is survivable when other formats are not
What a format writes: a fresh empty index and a note that the whole capacity is available. It is a small operation touching a small area, and it does not visit the regions where content sits.
Why the footage is therefore still present: nothing erased it. The clips remain exactly where the camera wrote them, unreferenced by an index that no longer mentions them.
